The Federal Democratic Republic of Ethiopia enacted Proclamation No. 532/2011, amending the Electoral Law of Ethiopia to strengthen the legal and procedural framework governing the conduct of free, fair, and credible elections across the country.

This proclamation amends and supplements Proclamation No. 111/1995 (the Electoral Law of Ethiopia) and subsequent amendments, incorporating improvements recommended by the National Electoral Board of Ethiopia (NEBE) and international electoral standards.

Key Provisions of the Amended Electoral Law

1. Electoral Administration

  • Reinforces the independence and autonomy of the National Electoral Board of Ethiopia
  • Clarifies the mandate and powers of NEBE in registering voters, parties, and candidates

2. Voter Registration

  • All Ethiopian citizens aged 18 years and above have the right to register as voters
