African Union Observers Assess Ethiopia's 2021 Election

The African Union Election Observation Mission (AU-EOM) deployed to Ethiopia to monitor the 6th General Election released its preliminary assessment, acknowledging improvements in the electoral process while noting a number of significant concerns.

The AU-EOM mission, comprising observers from across the African continent, was present across multiple regions on election day, June 21, 2021. The mission's preliminary statement highlighted the following:

Positive observations:

• Voting was conducted in a generally peaceful atmosphere in most polling stations visited
• NEBE demonstrated improved administrative capacity compared to previous elections
• Polling station staff were well-trained and professional
• Ballot papers and materials arrived on time at most observed stations
• Women's participation as both voters and candidates showed notable improvement

Areas of concern:

• The election could not be held in Tigray region due to the ongoing conflict
• Several opposition parties boycotted the election, citing an uneven political playing field
• Restrictions on freedom of assembly and expression were noted in some areas
• Some constituencies experienced delays in opening of polling stations

The mission's final report was expected to be released within 60 days of the election, containing detailed recommendations for future electoral improvements. The AU-EOM called on all stakeholders to resolve disputes through peaceful and legal mechanisms and urged the NEBE to address all complaints in a timely and transparent manner.

Domestic observation missions, including those deployed by Ethiopian civil society organizations, similarly noted a mixed picture of improvements and ongoing challenges.
